Well, the common theory in conventional medicine is that they are caused by low levels of estrogen.

But Dr. Jerilyn Prior, of the University of British Columbia, explains that estrogen can actually be 30% HIGHER than normal during perimenopause. The ovaries also produce less of a hormone called inhibin which regulates the release of eggs.  The result can be be huge fluctuations in not just estrogen but progesterone.
